Focuses on how the Ohio Senate built upon the work of the Ohio House to manage tightening resources and eligibility constraints and spending in the expansion.
- The Senate made changes, which build upon the House’s desired oversight of the program, altered a few policies that affect hospitals and the administration’s work in value-based reimbursement, and effectively terminated the Medicaid expansion.
- The Senate maintained many of the provisions from the House in regard to waivers that focused on increasing cost-sharing and personal responsibility as a condition of eligibility.
- The Health and Human Services fund is continued, giving the Controlling Board authority over spending dollars relative to the expansion.
