Levies are instrumental investments in the health of Ohioans. In the May primary election, voters decided on a number of health and human service levies, 23 across Ohio. Of the levies appearing in the election, 13 passed, and 10 did not. Levies in Butler, Clermont, Defiance, Lorain, Mercer, Morgan, Muskingum, Perry, Pickaway, Scioto, Vinton and Washington County all passed. Both levies in Vinton County also passed.

Levies in Brown, Champaign, Delaware, Guernsey, Logan, and Portage County did not pass. Two of the three levies in Clermont County did not pass, and both levies in Marion County did not pass. Seven levies were additional, one was a renewal, and two levies were a renewal/increase.

What does this mean?
The results of HHS levies during this election are a reflection of the broader landscape of perspectives around property taxes in Ohio. Only 24 of 66 school levies passed on the May election, a significant change from the previous elections in 2025 and 2024. This is a broader reflection of “levy fatigue” that has been increasing in elections.
