On November 4, 2025, Ohioans will return to the ballot box to vote on municipal government, school boards, and local ballot initiatives. There are 67 health and human service levies appearing on ballots this November.
These levies span across a variety of health and human service categories, including public health, ADAMHS boards, developmental disabilities, and older adults.
What Can Voters Expect?
On ballots this November, the most common type of levy is renewal levies, appearing 45 times in 36 counties. The counties with multiple renewal levies are Adams, Allen, Columbiana, Erie, Huron, Madison, Mahoning, Monroe, and Richland counties. In addition to these renewal levies, there are also five renewal/increase levies, making a total of 50 renewal levies. The next most common type of levy to appear on ballots is replacement (nine levies). Including the replacement/increase and replacement/decrease levies, which makes 11 total replacement levies. Additional levies appear six times on ballots.

Counties with Multiple Levies
In total, there are 34 levies appearing in 16 counties. These counties are: Adams, Allen, Clermont, Columbiana, Erie, Huron, Madison, Mahoning, Marion, Monroe, Perry, Richland, Sandusky, Tuscarawas, Van Wert, and Washington. Adams County and Marion County have three levies appearing on ballots this November, whereas all the other counties with multiple levies have two.
