Like the state’s budget process, Cuyahoga County embarks on its budget process every two years, in odd numbered years. Unlike the state, the county passes both its operating budget and capital improvement plan at the same time, and its fiscal year aligns with the calendar year, instead of beginning in July. With the county having until January 1 to pass a new operating budget and capital improvement plan, the budget process does not kick off until fall.

Councilwoman Merideth Turner, Chair of the Finance & Budgeting Committee, released guidance on the budget hearing process and schedule for the 2026-2027 biennial budget and capital improvement plan in late August. - October 14 | County Executive presents his recommended budget and capital improvement plan
- October 20 and 28 | Health and Human Service-related department budget hearings
- November 3 | General Government & Supportive Services budget hearings
- November 6 | Remaining department budget hearings
- November 12 | Public Testimony
